DOT SAP Evaluations

Department of Transportation SAP Evaluation

What is a SAP Evaluation

A DOT SAP evaluation is the initial step in the DOT return-to-duty process after an individual’s non-compliance with a DOT drug or alcohol test. The evaluation is conducted by a certified Substance Abuse Professional (SAP), who will determine the course of education or treatment required and provide referral options. This evaluation is the cornerstone for determining the employee’s readiness to return to safety-sensitive duties.

Substance Abuse Professionals (SAPs) are responsible for protecting the public interest and safety by providing comprehensive evaluations and recommendations. These clinical evaluations are unique to each employee who has violated a DOT drug and alcohol program regulation. Recommendations include appropriate education and/or treatment, follow-up testing, and aftercare. DOT will not accept evaluations performed by a non-qualified SAP and will delay your return to work. Fines may be imposed on any employer who uses a non-qualified SAP for the required evaluation.

We provide evaluations for most DOT (FMCSA, USCG, FTA, FAA, FRA, PHMSA) agency-covered employees and non-DOT evaluations for those who comply with the drug-free workplace whose employees are not subject to DOT regulations.

STEP 1

Once you have had an initial consultation with us and decided to use our program, you must designate our SAP in the Clearinghouse. You must be registered in the Clearinghouse to designate the SAP you want to work with. Once you have completed this step, We will accept your designation request and enter information about your RTD process into the Clearinghouse system. Once the SAP accepts the designation request, you will not be able to designate a different SAP. So make sure that you want to work with our program before selecting a SAP in the Clearinghouse.

Visit https://clearinghouse.fmcsa.dot.gov to set up an account or log in to access the Clearinghouse using your login.gov username and password. If you have a new violation in your Clearinghouse record, your Driver Dashboard will display a message prompting you to select a SAP. Click designate your substance abuse professional to begin the process.

The Return-to-Duty Process

Navigating the guidelines of the DOT Return-to-Duty process is challenging. But even if you’ve failed a drug and alcohol test, it doesn’t mean you’re unemployable. FMCSA Clearinghouse-reported drivers and other DOT-covered employees with a verified drug and alcohol program violation are prohibited from performing safety-sensitive functions until he or she complete the return-to-duty process. The employee must be evaluated by a trained substance abuse professional (SAP). Our SAPs will complete your evaluation and oversee your progress until your treatment plan is completed.
